Should Waltz Be held responsible, and if so criminally? He had to know what was going on, and if he didn't that's worse in my opinion. So either he was -complicit, let it happen, and got something out of it, or -was incompetent, let it happen even with warning signs and suspicions, and in that case is not fit to be in office. There is No win here for Waltz no matter what happened.
